It helps to include your device model, your iOS version, and what you were doing when the problem happened.

Blowing or clapping doesn't work

Check that Paper Shapes is allowed to use the microphone in Settings > Privacy & Security > Microphone. In a noisy room, try again somewhere quieter.

Tilting doesn't work

Tapping the left or right half of the screen can stand in for tilting.

The story isn't read aloud

Check that your device isn't on silent and the volume is up. The voice can be changed in the app's narration settings.
